/usr/local/etc instead of /etc

./configure --help | grep sysconf
  --sysconfdir=DIR       read-only single-machine data [PREFIX/etc]

Why not just use the existing options? Alternatively, you can change
only the sysconfdir variable, nobody force you to change "prefix".
