First of all, your syslogd probably doesn't log everything in to /var/log/syslog. Check /etc/syslog.conf to see where all the messages are going, and maybe add a line like this:

*.*	-/var/log/all

Anyway, the tinc daemon seems to be running, have you checked that tap0 is correctly configured and if you have any firewall rules, that they don't interfere with tinc?
