Tinc on windows XP Problem?

I have tried your suggestion:

on webdev tinc.conf/ConectTo=webgis
and on gis tinc.conf/ConnectTo=webdev

But I still got the same problem.

Do I have to recreate the Keys after doing those changes?
I am using version of tinc 1.0.2  on windows XP
