Sounds like you have a NAT somewhere.  If you have a masquerading
firewall, make sure packets to and from port 655 go through *unaltered*
(see http://tinc.nl.linux.org/examples/masquerading-firewall).
Alternatively, you can add "TCPOnly = yes" to tinc.conf.
