OpenBSD 3.2

Thanks for the quick reply on my last post.  I appoligize but I am still lost.  
I am using OpenBSD 3.2.  When I use the cvs tree and get the CABAL verson there 
is no configure file in the download.  In the pre8 verson this file exists.  I 
have searched the news groups and internet and cannot find how to create the 
file.  Any suggestions or pointer would be great.
