You should replace "netmask 255.255.0.0" with "netmask 255.0.0.0" in
tinc-up, or uncomment the route add command. On the windows side, you
also have to change the netmask to 255.0.0.0 or add a route.

You should also remove the BindToAddress = 192.168.0.111 from tinc.conf.
