How exactly are you measuring the transfer rate? Since one end is Win
XP, try raising the priority of the tincd process in the task manager,
it seems to help.

Hm. Could you send the config.h and config.log files that were created
when you compiled tinc? If possible, could you use gdb on the core and
show us the result of the backtrace command?
