Installing Tinc on Windows Server

I recently tried to install tinc on a Windows Server Enterprise machine.  This is a 64 bit OS.  When I run addtap.bat or the tapinstall.exe program, I get a "tapinstall.exe failed" error message.  Is there a way to get more information about what the cause of the failure is from the tapinstall program?
