I'm not really sure. How can i find out? I can "wireshark" my tinc
interface, but it doesn't really tell me who is causing the problem.

You are right, a filter in tinc can not really solve the problem. I
could limit the rate at which broadcasts are sent, but i'd be fighting a
symptom and not the cause.
