Updating to Tinc 1.0.14 on Gentoo Linux

I posted the patches against the current ebuild on the gentoo bugtracker.

My patch is maybe a little messy. The point is that enabling or
disabling the 'syslog' USE flag will cause to have a different initrd
file and I was not sure how to handle this with the Gentoo ebuild.
