tinc 1.1pre4 on Win7x64 unusually high latency

When initiating a ping from the Win7x64 box to the "ConnectTo" server,
there is more than 50% packet loss, an average roundtrip time about
20x normal, and a max of close to 4 seconds.

the same latency as when pinging other Linux based nodes at this same

All nodes are 1.0.x except the 1.1pre4 Win7x64 node.
