I was actually just waiting to see what suggestions other people would make ;)
But yes, starting tinc in debug mode is a good way to start:

tincd.exe -n <netname> -d5 -D

This will run tinc in the foreground, logging everything that's going on.
Instead of using the -D option, you can also have it log everything to a file:
--logfile=C:\path\to\logfile.txt. You can send me the log file, and then I can
have a look at it and maybe find out what is causing the problems you are
experiencing.
