Windows not reconnecting after Standby

Karel, you might be interested in two bugs that I just found related to
tinc 1.1 and Windows standby: https://github.com/gsliepen/tinc/pull/136

These bugs can cause tinc to sometimes crash or get stuck when the computer
wakes up from sleep.
