Rewrite the test suite for better compat and stability

Keeps all of the previous checks, but uses tinc scripts
instead of sleep(1) delays.

Improves and/or adds compatibility with:
  - Windows (Msys2);
  - FreeBSD;
  - NetBSD;
  - OpenBSD.
