A closer look reveals that James Yonan, for reasons not mentioned in the
changelog, decided to change the ioctl numbers for the TAP-Win32 driver,
breaking API compatibilty with older versions. Tinc needs to be
recompiled with the updated definitions from tap-win32/common.h. The
next release of tinc will fix it.
